I wonder which would have cost more: massive reengineering of southeast Louisiana to protect and prevent it from flooding, or rebuilding the city after it has already happened?

According to the prophetic SciAm article linked above, Drowning New Orleans (written in 2001), it would have cost about $14 billion to prepare costal Louisiana for such an event. But the project would have taken 50 years to complete.

The cost of rebuilding the city is estimated at $100 billion.
