		<description>I routinely call 311 to have them shut off the gushing fire hydrants I encounter.  It&#039;s always at least fifteen minutes and three transfers, and in the end they say they will send someone in &quot;4 to 24 hours&quot;.  I shudder to calculate the wasted gallons.</description>
